add "sudo" to root commands in reform-help

Esther Weidauer requested to merge esther/reform-tools:main into staging

reform-boot-config and reform-setup-encrypted-nvme are only visible and executable to root user.

This should be reflected in the help text, as it is for e.g. reform-config and apt install, otherwise it implies that these can be run by a regular user.
