reform-power-daemon: allow configuring backlight setting

Adds a config file that can be created in /etc to configure whether power daemon will set the keyboard backlight as I prefer to manage it myself.

This can be extended in the future for support for other configuration.

Example config file:

MANAGED_BACKLIGHT=false
