CI: Build image on gitlab runner (arm64 based)

minute requested to merge ci into reform2-upstreaming

This will allow:

  • Building the system image in a (Docker) container, because it uses mke2fs instead of tools using mounts
  • Build the image on a dedicated 16 core Cortex-A72 machine provisioned for this repository as a gitlab runner
