Avoid multiple mmdebstrap invocations

 - create boot.tar for all platforms in the first invocation
 - download flash.bin from inside mmdebstrap
 - copy tarball to the outside from within a hook using
   mmdebstrap --hook-helper
 - flash /boot/flash.bin from boot.tar onto disk
