small fixes for the Debian package

In this MR I just fixed the most obvious flaws of the Debian package. But some big items still remain:

  • embeds javascript
  • embeds fonts
  • no doc-base registration
  • duplicate files
  • executable in /usr/share/doc: /usr/share/doc/reform-handbook/usr/bin/reform-handbook

All of this could easily be fixed by creating an actual source package instead of just running dpkg-deb. If you care about this, I can file another MR for it.
