small fixes for the Debian package
In this MR I just fixed the most obvious flaws of the Debian package. But some big items still remain:
- embeds javascript
- embeds fonts
- no doc-base registration
- duplicate files
- executable in /usr/share/doc: /usr/share/doc/reform-handbook/usr/bin/reform-handbook
All of this could easily be fixed by creating an actual source package instead of just running dpkg-deb. If you care about this, I can file another MR for it.
