Initial support for A311D based Reform

minute requested to merge a311d into main

This adds the required kernel patches to get RCM4 with BPI-CM4 (Amlogic A311D) based Reforms working with the Debian kernel packages.

Also, I am turning off a bunch of packages that clog the build pipeline for a long time (gst, livi, box64), until we find a better solution.
