Since 1f3a3d27318a99feef7ffcdb4e302d164250af64 extra.control.in is
broken, so we use headers.meta.control.in instead.  We cannot use
sourcebin.meta.control.in because even though the entries in
debian/control will be created as expected, no binary packages will get
emitted. We cannot use docs.meta.control.in because we are building with
docs = false.
