Draft: increase CONFIG_SYS_BOOTM_LEN to 16MB for larger kernels

The default CONFIG_SYS_BOOTM_LEN is limited to 8MB, just recently ran into a situation where the plan9 reform image exceeded that size (due to large firmware blobs being embedded into the image).
