boundary.h: allow to customize boot media priority

Default is MMC > SATA > USB.

If a platform needs a different sequence, simply define
BOOT_TARGET_DEVICES in the board header.

Also removing BD_BOOT_DEVS since BOOT_TARGET_DEVICES makes it obsolete.
