MLK-16066-1 usb: host: add imx8m xhci host driver


imx8mq usb xhci is a dwc3 based controller, its synopsys PHY
can be controlled by usbmix glue layer. imx8mq has 2 USB3 instance,
this patch only enables USB2(2nd instance).
