Align CI build and install-fw-dependencies.sh

To avoid having a situation where stdio_usb does not add its tinyusb_device and reset_interface code, this checks if the expected USB descriptor strings are in the sysctl binary.

In a future MR, I suppose the USB descriptors and reset feature need to move into sysctl-fw proper. Latest when custom descriptors are needed for fwupd.
