reform-power-daemon

The goal is to prevent current spikes (and resulting voltage dips and hard resets) on battery power on RK3588 MNT Pocket Reform, and to increase battery life in general. This is a prototype that could be replaced by writing config files for tlp which I haven't yet had the time to study.

Because this script is very simple / small and easy to hack on, it should help establish a baseline before moving to more sophisticated integrations with established tools.
