reform-check: recommend deletion of /etc/default/flash-kernel

Now that reform-tools ships a 00reform2_ubootenv that sets all bootargs correctly by platform, /etc/default/flash-kernel becomes redundant and should be recommended for deletion iff the reform-tools version is greater or equal to 1.30.
