Bring up PCIe

• PCIe can sometimes link up with devices, for example NVMe disks, but communication seems to fail afterwards.
• Have you seen this before? Any hints?
  • Vendor device tree has big init sequence data for the pcie controllers, what's that, needed or not?
  • Should I try disabling aspm etc?
  • Should I try forcing Gen2 / lower speed first?
