reform-handbook script doesn't work

reform-handbook fails because /usr/share/doc/reform-handbook/html does not exist, at least not on our system image v3 build. /usr/share/doc/reform-handbook only contains changelog.gz.

Thanks, this was because reform-debian-packages builds with the nodoc build profile and build option. This commit should fix it: reform-debian-packages@a8a575c2
