This isn't really working, flushing the entire cache once every vblank still causes cache artifact lines to appear when updating the screen.
VDMA needs to be replaced or adapted to use ACP for caceh coherency to keep things working properly and performance high.

Xil_DCacheFlush was having some undesirable effects in addition to taking really long, for instance blocking IRQs and dropping pending reads/writes.
Temporarily set the ZZ9000 portion of the PIC to 256MB as well for Buster 9 testing.

Because why not.

(At least for the moment.)

This makes hblank and vblank a lot more reliable, needed for the current screen split implementation, also greatly reduces ScreenToFront tearing and inconsistency.

This had to be declared as extern uint32[4], or else the first entry would always come back as 0xFFFFFFFF for some reason.
